Anyone, except Bounty Hunters, can pay to have a bounty posted on anyone. Post a bounty at Chain Codes > Mission Control > Post a Bounty.
Bounties posted by an Individual are considered Private, while all others are considered Legal Warrants.
Bounties for Legal Warrants protected with Galactic Law. Private Bounties subject to local laws.
