The Selvarin Government, The Council of Nine, and its laws, acknowledge the rights and liberties of its citizens and of any persons seeking to become citizens, for any reason.
As such, the Selvarin government, and the government of Corox Station, acknowledge the right of any sentient to seek asylum on Selvaris. The procedure for an individual to request and potentially receive asylum is as follows:
